Order.

In exercise of the powers conferred on him by regulation 46 of the Defence Regulations, 1940, His Excellency the Officer Administering the Government hereby makes the following Order—-

1. In this Order---

"cabin baggage

includes articles carried by a passenger or accompanying a passenger in his berth or cabin;

"river steamer has the same meaning as in the Mer- chant Shipping Ordinance, 1899;

revenue officer” means a revenue officer authorized by the Superintendent of Imports and Exports for the purposes of this Order;

"transit cargo means cargo brought into the Colony by air or water for the sole purpose of being carried out of this Colony.

2. Nothing shall be put on board any ship (except on a river steamer) or on any aircraft in this Colony as cargo or passengers' baggage, except cabin baggage, unless it has been passed for shipment by a revenue officer.

3. Every person intending to despatch any article from this Colony as cargo on any ship (except a river steamer) or on any aircraft shall before despatching the article produce to a revenue officer at the office of the Superintendent of Imports and Exporis, or at some other place appointed by the Super- intendent of Imports and Exports for the purpose, a shipping order relating to the article signed by the agents of the ship or aircraft and, except in the case of transit cargo, a declaration signed by such person in the form in the Schedule.

4.—(1) Every person intending to despatch any article from this Colony as cargo on any ship (except a river steamer) or on any aircraft shall produce the article for examination at such time and place as a revenue officer may require.

(2) Every person intending to leave this Colony as a passenger in any ship or aircraft shall produce his baggage (except cabin baggage) for examination at such time and place as a revenue officer may require.

5. Every person intending to leave this Colony as passenger in any ship or aircraft shall at the request of any revenue officer submit his person and baggage to such revenue officer for examination: Provided that no female shall be searched except by a female.

6. Any revenue officer may examine and search any package containing any article to which this Order applies and may detain it until any person in charge thereof has opened it for such examination and search and, if the package is not so opened, may break open the package.
