respectively to enter the installation and to inspect all tanks, storage sheds, pipes, and other erections, buildings, and things therein for the purpose of ascertaining if the regula- tions in this Part are being complied with by the licensee.
247. A copy of the regulations in this Part, in English and in Chinese, shall be kept conspicuously posted in every storage shed and near every group of tanks in every installa- tion.
PART XV.-STORAGE OF CATEGORY 4 DANGEROUS GOODS IN GODOWNS.
248. In this Part.-
(a) "container" means any tin, case,
drum, or tank
used or intended to contain Category 4 dangerous goods stored or kept in a godown, and
(b) "godown" means any place specified in a valid licence to store Category 4 dangerous goods in quantities exceeding 500 gallons.
249. Every godown shall be situated in an industrial or seini-industrial area and on such a site as may be approved by the Licensing Authority and the Director of Public Works.
250. Every godown shall be constructed of brick, reinforced concrete, or other incombustible material approved by the Licensing Authority.
251. Every godown shall be provided with a space (in the regulations in this Part called a "retaining space") sufficient in capacity to contain the whole of the contents of the maximum number of containers which may at any one time be stored or kept in the godown.
252. Every retaining space shall be formed either-
(a) by lowering the floor of the godown below ground level, or
(b) by raising the sills of all doors and other openings above ground level, or
(c) by both lowering the floor and raising the sills, or (d) by surrounding the godown with a masonry wall or embankment or both.
253. The walls of every godown shall be impervious to liquids and inflammable vapour up to a point level with the topmost horizontal plane of the retaining space.
254.—(1) Every godown shall be adequately ventilated at high and low level and lighted at high level.
(2) Every low level ventilator shall--
(a) be not more than twelve inches square,
(b) be situated above the topmost horizontal plane of the retaining space,
