(b) no point on the perimeter of any tank containing high flash liquid shall be nearer than twenty-five feet to any point on the perimeter of---
(i) any other tank containing high flash liquid or heavy
oil, or
(ii) any storage shed or other building, and
(c) no point on the perimeter of any tank containing high flash liquid shall be nearer than fifty feet to any point on the outer boundary of the installation.
(2) Paragraph (1) of this regulation shall not apply to any tank, storage shed, or other building in any installation-
(a) which has been erected on the site shown on plans approved by the Chief Officer of the Fire Brigade and the Building Authority prior to the coming into operation of these regulations, or
(b) which was erected before the first day of January 1922, or
(c) which has, owing to the provision of screen walls or the taking of other safety precautions, or to the existence of special circumstances, been exempted by the proper authority from the provisions of paragraph (1) of this regulation.
245. (1) Every receptacle containing, or intended to contain, any low flash liquid, high flash liquid or heavy oil stored at an installation otherwise than in tanks shall-
(a) be impermeable to inflammable vapour,
(b) be made of galvanized sheet-iron, steel or lead plate, (c) be fitted with well-made filling holes and well-fitting screw plugs or with screw or other air-tight metal caps,
(d) be of such construction as not to become leaky, defective, or insecure except in circumstances of grave negligence or extraordinary accident,
(e) if used to contain low flash liquid, be emptied of all its contents and rendered free from inflammable vapour before being repaired,
(f) be filled only to such extent as will leave sufficient air space to allow of expansion of the contents, and
(g) unless it contains heavy oil, be labelled with the prescribed label before being dispatched from the installation: Provided that it shall not be necessary to label with the prescribed label any tin containing any low flash liquid or high flash liquid if a triangular red label having sides not less than one inch in length is painted or otherwise marked on or securely attached to the top of the tin.
(2) Nothing in paragraph 1 (e) of this regulation shall prevent the repair, at the time of filling, of such small leaks in any receptacle as are normally repaired at such time.
(3) Every soldering iron which is used in any instal- lation for applying solder to any such receptable, and which is not heated by electricity, shall be heated in a building separate from that in which it is intended to be used.
246. The licensee of every installation shall at all times permit the proper authority and the Chief Officer of the Fire Brigade and any officer duly authorized by either of them
