(c) matches-

(i) in quantities not exceeding 300 pounds in weight and stored on land,

(ii) in quantities exceeding 300 pounds in weight and stored on land if the matches are packed in the manner prescribed by Part VII of these regulations, or

(iii) in any quantity, carried or to be carried as cargo in ships if the matches are packed in the manner prescribed by Part VII of these regulations, or

(d) Chinese firecrackers, if they do not contain a chlorate and are packed in the manner prescribed by Part VII of these regulations for the packing of explosives of Division 2 of Class 7.
