EMERGENCY POWERS (DEFENCE).

Control of Communications.

In exercise of the powers conferred by the Defence Regulations, 1939, His Excellency the Governor hereby makes the following Order-

Transmission otherwise than by Post.

1. On and after the 18th day of January, 1940, no person shall convey or have in his possession for the purpose of conveying from this Colony to any destination out of this Colony or into this Colony otherwise than by post any of the following articles, hereinafter referred to as "non-postal prohibited articles"; that is to say-

(i) any newspaper, book, or other printed, manuscript or typescript publication, or cuttings or portions from any of the above;

(ii) any map, plan, sketch, drawing, print, photograph, photographic plate or photographic film which has been exposed in a camera whether it has been developed or not, or other descriptive or pictorial representation, or literature for the blind;

(iii) any postage or revenue stamps;

(iv) any impression of any die, seal or stamp of or belonging to, or used, made or provided by any Government Department or by any Diplomatic, Naval, Military or Air Force Authority, appointed by or acting on behalf of His Majesty;

(v) any letters or memoranda;

(vi) any other article whatsoever recording information by words, signs or otherwise: Provided that this Order shall not apply to--

(a) any non-postal prohibited article in respect of which the person sending or conveying it has previously obtained a permit for the purpose issued by or on behalf of the Censor, and has complied with any conditions subject to which the permit has been granted;

(b) any non-postal prohibited article in transit which has been submitted voluntarily at a port of arrival or departure for examination by the Censor, or by a person authorized to act on his behalf, and has been approved for further conveyance or delivery in compliance with any conditions subject to which such approval has been given;

(c) any non-postal prohibited article conveyed by an accredited representative on His Majesty's Service;
