PROCLAMATION.

Officer Administering the Government.
By His Excellency WILFRID THOMAS SOUTHORN, Companion of the Most Distin- guished Order of Saint Michael and Saint George, the Officer Administering the Govern- ment of the Colony of Hong Kong and its Dependencies.
Whereas by the second section of the Commissioners Powers Ordinance, 1886, it is enacted that the Governor in Council shall have power to nominate and appoint Commis- sioners under the Public Seal for the purpose of instituting, making, and conducting any enquiry that may be deemed advisable and for reporting thereon:
And Whereas the Officer Administering the Government in Council has deemed it advisable that a Commission be appointed to consider—
(a) The status of River Trade certificates as Master or Mate issued by the
Hong Kong Government.
(b) The agreements made between owners and master and master and crew
and the notice to be given to terminate these agreements.
(c) The system of engagement and discharge and payment of wages of native
seamen.
(d) The method of measurement of River Steamers for passenger certificates. (e) The carriage of large numbers of free passengers as commission agents. (f) The system of embarkation of passengers and loading of cargo. (g) The employment of uncertificated pilots.
Now I, WILFRID THOMAS SOUTHORN, Companion of the Most Distinguished Order of Saint Michael and Saint George, the Officer Administering the Government of the Colony of Hong Kong and its Dependencies, with the advice and consent of the Execu- tive Council hereby appoint-
Commander JOSEPH BERNARD NEWILL, D.S.O., R.N., (Retired), Lieut.-Commander LEWIS JOHN PITCAIRN-JONES, D.S.C., R.N., Lieut.-Commander THOMAS TURNBULL LAURENSON, D.S.C., R.N.R., Mr. ARTHUR JONES EVANS,
Mr. THOMAS GRAHAM WEALL,' and
Mr. TSUN-NIN CHAU
to be Commissioners for the purpose of instituting, making, and conducting such enquiry:
And I do also appoint the said Commander JOSEPH BERNARD NEWILL, D.S.O., R.N., (Retired) to be Chairman of the said Commissioners:
And I do also order and direct that for all or any of the purposes of the said enquiry four Commissioners shall be and constitute a quorum :
