(e) For 6 months six-twelfths of the fee will be charged, for 9 months nine-twelfths, and so on at the rate of one-twelfth for each month. But no fee is to be less in amount than three-twelfths.

(d) In addition to the foregoing fees a fee of $1 shall be paid by the owner of every vessel for each licence book issued to him:

Provided that, if any such licence book is lost, damaged or destroyed, the Harbour Master may issue to the licensee a new licence book on payment of such fee (if any) as the Harbour Master may direct but not in any case exceeding $10, and the licence contained in such new licence book shall have all the effect of the original licence but not further or otherwise."
