ficate of survey, which certificate shall be securely framed by the owner of such launch, ferry vessel or motor boat and shall be kept by him at all times exhibited in some conspicuous part of his vessel."
(3) Regulation 3 is rescinded and the follow-
ing regulation is substituted therefor:-
3. The certificate of survey shall contain statements of the following particulars :-
"Parti- culars in certificate of survey.
(a) the name of the vessel, regis- tered dimensions and the gross
and net tonnages;
(b) that the hull and equipment are sufficient for the service intended and are in good con- dition;
(e) the maximum number of pas- sengers which the vessel is fit to carry having regard to the clear space properly available and according to the following scale and provisos :·
(i) ships of Class 1-in the propor- tion of one passenger for every 7 square feet on the upper and bridge decks;
(ii) ships of Class 2-in the propor- tion of one passenger for every 10 square feet on the upper and bridge decks;
(iii) ships of Class 3-in the propor- tion of one passenger for every 12 square feet on the upper and bridge decks;.
(iv) in the case of ships of Classes 1, 2 or 3, approved spaces below the upper deck set apart for the exclusive use of pas- sengers shall be assessed by dividing the length in feet of the fixed seats by 1.5;
(v) the number of passengers to be carried in open boats, whe- ther launches or motor boats, shall be determined by divid- ing the total length in feet of the fixed seats by 1.5:
Provided that, if the owner of any
launch, ferry vessel or motor boat desires a smaller number than the maximum as deter- mined in the above manner, then such reduced number and not the maximum number shall be inserted On the certificate:
Provided further that, if a Govern-
ment surveyor considers that, for reasons of safety and
