(15) Subject to exemptions and modifications as afore- said the Proper Authority may refuse registration, and may strike off any food factory from the register, if the conditions and requirements of these rules are not complied with.

Food Shops.

12. (1) Except under and in accordance with a licence granted by the Proper Authority, no person shall within a market area warehouse or store, sell or expose for sale in any place other than the public market any articles of food for man usually sold or exposed for sale in a public market : Provided that this rule shall not apply in the case of (a) the retail sale of fish by licensed boatmen below low water mark, (b) the sale of food by the keepers of hotels and boarding houses to guests and visitors, (c) the sale of food by licensed hawkers.

(2) It shall be lawful for the Proper Authority to pre- scribe in the case of any such licence any conditions which may seem to him desirable.

(3) Application for such licence shall be made in Form

B in the Schedule, for which purpose blank forms can be Schedule obtained from the Proper Authority at his office.

13. The following fees shall be charged and paid for licences to warehouse, store, sell or expose for sale in premises outside a public market and within the market area the undermentioned articles of food commonly sold in such market:-

14. All fees shall be paid half yearly in advance within the first seven days of the half year, to the Proper Authority.

15. No licensee shall sub-let, assign or transfer his licence or licences, or any part thereof, to any person without the written permission of the Proper Authority.

16. Any Health Officer or Food Officer or any officer duly authorized in writing by the Proper Authority shall be allowed access to any licensed premises at all times when the premises are open for business, and the licensee shall produce his licence whenever required to do so by any such officer.

17. The premises shall have a signboard in a conspicuous position showing in English and Chinese (a) the name of the licensee, (b) the nature of the business carried on, and (c) the number of the licence: Provided that the Proper Authority may exempt any premises from this requirement.

18. No structural alteration of the premises shall be made without the previously obtained consent in writing of the Property Authority nor shall the premises be used for any other purpose

than that of a food shop without the permission of the Proper Authority.
