By His Excellency Sir GEOFFRY ALEXANDER STAFFORD NORTHCOTE, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, the Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies and Vice-Admiral of the same.
WHEREAS by Proclamation No. 6 in the Gazette of the Sth of August, 1941, certain Commissioners were nominated and appointed by me, with the advice and consent of the Executive Council, to inquire into and report upon certain matters set out in the said Proclamation:
AND WHEREAS I have, with the advice and consent of the Executive Council, deemed it advisable to make some extension and revision of the matters into which the said Commissioners are appointed to inquire into and report upon :
