Officer of the nation to which the applicant belongs. necessary, the case should be referred to the Principal Examiner for consideration.

11. Age. Should any doubt exist as to the age of an applicant, he will be required to produce a certificate of birth.

12. Fee Must be Paid.--Applicants for examination and persons inquiring as to their eligibility for examination, will be required to pay the examination fee before any step is taken towards inquiring into their services or testing their qualifica- tions, etc., If any applicant is found not to be qualified, the fee will either be returned to him or placed to his credit until he is qualified.

18. Payment of Fees, and Penalty for Offering Gratuity. The fee for examination must be paid at the Harbour Office. If an applicant offers a gratuity to any ser- vant of the Department he will be regarded as having com- mitted an act of misconduct, and will not be allowed to be examined for twelve months.

14. Table of Fees. The following fees, respectively, are payable on each occasion on which an applicant presents himself for examination, either for a certificate of competency as an engineer, or for the endorsement of a certificate:- Second Class Engineer's Certificate or its Endorsement... $15 First Class Engineer's Certificate, if the applicant holds a valid and appropriate Second Class Certificate of Competency

15. Fees not Returned on Failure. If a candidate fails in his examination, no part of the fee he has paid will be returned to him.

16. Sea Service Must be Verified.-Service which cannot be verified by proper entries in the articles of agreement of the ships in which the applicants have served cannot be counted. In all cases the applicants' names must have been duly entered on the ship's Articles as Engineers in their proper ranks.

As discharges and testimonials may have to be forwarded to the Registrar General of Seamen for verification, it is desirable that they should be handed in, together with the form of application, as many days as possible before the date of examination at which the applicant desires to attend. In the absence of the necessary verification the applicant cannot be examined.

When certificates of discharge in the home or other trade which have not been officially issued at a Mercantile Marine Office are produced as evidence of any part of an applicant's qualifying service, they should be submitted by the Examiner to the Registrar General of Seamen for verification.
