5. Examination of Engine Room Artificers.-- Artificer Engineers, Chief Engine Room Artificers, Engine Room Artificers, and Mechanicians in the Royal Navy may be examined for certificates of competency on the same conditions as Engineers in the Mercantile Marine.
6. Application by Naval Officers.-The Lords Com- misioners of the Admiralty have directed that applications from officers of the Royal Navy for permission to be examined for certificates of competency must in the case of officers on the active list be made through the Commanding Officer to the Secretary of the Admiralty and in the case of officers who are on half pay or who have retired, direct to the Secretary to the Admiralty who in either case will forward the application to the Hong Kong Government.
It is not necessary for applications of Chief or other Engine Room Artificers and Mechanicians, who have left the Royal Navy and who desire to be examined for certificates of Competency as Engineers in the Mercantile Marine, to be forwarded either through their Commanding Officers or through the Admiralty. Men who are still serving in these ratings in the Royal Navy should make their applications through their Commanding Officers.
Artificer Engineers, however, being Warrant Officers should make their applications in the same manner as that laid down for other officers of the Royal Navy.
7. Place and Day of Examination.-Examinations will be held at the Government Marine Surveyor's Office on such days as may be notified in the Gazette.
8. Application for Examination. Every applicant for examination must fill up a form of application, and pay the appropriate fee, at the Harbour Office, signing the declaration on the form of application in the presence of the Harbour Master. The form, properly filled in, together with the applicant's certificate of apprenticeship, testimonials, dis- charges, etc., should be lodged at least three days before the day of examination with the Harbour Master, who will forward these documents to the Examiner of Engineers.
The Examiner is, as a rule, responsible for seeing that the applications are in order and that the applicants' qualifica- tions are sufficient.
9. Inquiries. Persons wishing to inquire as to their eligibility for examination must fill up application forms, submit their papers, and pay the appropriate fees in the same way as applicants for examination.
10. Proof of Nationality. Every applicant for a certificate of competency of any grade will be required to produce proof of nationality.
Proof of British nationality will, in ordinary circum- stances, involve the production of a birth certificate or of a certificate of naturalisation. If an applicant for examination cannot produce such a certificate he should be asked to furnish such documentary evidence of nationality, or of birth and nationality of parents, as he may be able to obtain.
If the applicant is not a British subject he will as a rule, be able to produce some official document testifying to his nationality. If there is any doubt as to the authenticity of such document, the Examiner should consult the Consular
