This fee is to be charged in each case without reference to the description or service of the ship and covers the inspection of marking, the change of name on the load-line. Suez and Panama Certificates, and, in the case of a ship holding a passenger certificate, the issue of a fresh declara- tion and passenger certificate (in duplicate) showing the new name and any alterations in the ownership and port of registry.
Survey prior to transfer to a foreign flag.
16. The fee for survey prior to transfer to a foreign flag is to be the same as that prescribed in Regulation 13, Scale B.
Examination of plans and survey of marine boilers.
17. (a) For the examination of plans of a boiler the fee is $45.
(b) Scale of fees for survey of one boiler during con- struction up to and including the hydraulic test :-

(c) For every additional boiler made to the same design by the same makers three-fourths of the fee is to be charged.
(d) For the survey of any other marine boiler intended for a ship, or of each boiler on board a ship when the examination of the boilers is not included in or covered by any other survey, one-half the fee is to be charged.
(e) The survey fee covers the issue of a certificate of survey if such is required.
Survey of Wireless Telegraph Installation.
18. For the survey of a wireless telegraph installation and the issue of a Safety Radio-telegraphy Certificate a fee of $35 shall be charged.
