"
11. The requirements as to life saving appliances specified under the heading Group I. Class 4' shall be complied with by-
(a) Ships engaged in the occasional carriage of unberth- ed passengers between Hong Kong and the Caroline Islands, Ladrone or Mariana Islands, Ellice Islands, Gilbert Islands, Guam, Marshall Islands and Pelew Islands, and
(b) Ships engaged in the carriage of unberthed passen- gers on international voyages in the areas of the Bay of Bengal and the Andaman Sea to the northward of a line drawn from Point Calimere (India) to Achin Head (Sumatra) and thence to Penang.
12. DAVITS-A ship of this class shall be provided with sets of davits in accordance with its length as specified in Column (A) of Table No. 3.
When, in the opinion of the Government Marine Sur- veyor, it is neither practicable nor reasonable to place on a ship the number of sets of davits required by Column (A) of Table No. 3, the Government Marine Surveyor may authorise under exceptional conditions, a smaller number of sets of davits, provided always that this number shall never be less than the minimum number fixed by Column (B) of the Table, and that the total capacity of the boats on the ship shall be at least up to the minimum capacity required by Column (F).
