(2) An applicant for a lifeboatman's certificate shall be at least 18 years of age and shall submit himself for examina- tion at such times and places as may be directed by the Government Marine Surveyor who, on being satisfied that he has had sufficient service at sea and has been trained in all the operations connected with launching lifeboats and the use of oars; that he is acquainted with the practical handling of the boats themselves; and, further, that he is capable of understanding and answering the orders relative to lifeboat service, may issue a certificate to him.

(3) If the Government Marine Surveyor has reason to believe that a certificated lifeboatman no longer possesses the qualifications described in the preceding paragraph, he may require him to submit himself for re-examination at such time and place as he may determine, and if he does not prove to the satisfaction of the Government Marine Surveyor that he possesses the qualifications aforesaid, the Government Marine Surveyor may cancel the certificate, whereupon the holder shall deliver the certificate to the Government Marine Sur- veyor and shall be deemed to be no longer a certificated lifeboatman.

(4) When, in the opinion of the Government Marine Surveyor, it is neither practicable nor reasonable to require the prescribed number of certificated lifeboatmen, he may waive, either wholly or in part and subject to such conditions as he may think proper, compliance with the requirements of this regulation.

(5) For the purpose of this regulation-

certificated lifeboatman" means any member of the crew who holds a certificate issued (a) by or under the authority of the Government Marine Surveyor in accordance with the conditions laid down in paragraph (2) of this re- gulation or (b) by any other competent authority.

"prescribed complement" means the number of persons which a boat or life-raft is deemed fit to carry under these regulations.

Equivalents and Exemptions.

98. Where these regulations require that a particular fitting, appliance or apparatus, or type thereof, shall be fitted or carried in a ship, or that any particular provision shall be made the Government Marine Surveyor may allow any other fitting, appliance or apparatus, or type thereof, to be fitted
