ENTRY & QUALIFICATION OF RATINGS.
15. Every applicant for entry as a Rating in the Force Ratings. must first satisfy the Commanding officer that he is a fit and suitable person to be entered. The Commanding Officer may appoint such other officers as he thinks fit to assist him in the examination of recruits. The applicant must also pass a medical examination.
DRILL.
16. The training of the Force is to comprise Seaman- Training. ship including handling of boats, knotting, splicing both hemp and wire rope, rigging sheers and derricks, minesweeping and mining instruction, signalling and telegraphy, navigation and pilotage, gunnery, including squad and rifle drill, torpedo and depth charges and instruction in the recognition of ships by day and night.
17. (1) Every Executive commissioned and warrant Efficiency. Officer, Cadet and Rating shall qualify as "efficient" on or before the 31st October in every year of his service. In default thereof the Commanding Officer is empowered to inflict a fine, the amount of which shall not exceed fifty dollars for any year in which such Officer, Cadet or Rating fails to qualify and such failure is to be reported to the Commodore.
(2) For the purpose of qualifying or requalifying as "efficient," attendance at the Annual Inspection is obligatory unless leave of absence be granted for special reasons. An application for leave of absence must be in writing to the Commanding Officer and must state the precise reasons for making it, a Medical Certificate being attached in case of sickness.
(3) A Drill consists of not more than two hours' instruc- tion in seamanship minesweeping, signalling, navigation, pilotage, gunnery or torpedo.
(4) Voluntary naval training will count as one Drill for each day of training performed up to but not exceeding five Drills in any one year.
(5) Executive commissioned and warrant Officers, Cadets and Ratings on List I are required to qualify or requalify as "efficient" in each year and to do so they must :-
(i) Carry out 14 Drills per year ashore and 14 Drills per year afloat.
(ii) Satisfy the Officer instructor that they have a knowl- edge of minesweeping and seamanship compatible with their respective seniority, length of service. etc.
(iii) Pass a qualifying examination in one of the following, the syllabus for the examination, to be laid down by the Commodore:--
(a) Pilotage
(b) Navigation
(c) Signals
(d) Gunnery
(6) The attendance at lectures of commissioned and warrant Officers, Cadets and Ratings on List II is optional but should be encouraged.
