(18) To the group of regulations, 47-68, under the heading "Drivers of motor vehicles", add the following regulation,-
68A. A driver of a motor cycle, whether 'solo' or with side car, shall not carry on his cycle more than one person in addition to himself, nor shall any person so carried sit otherwise than astride the cycle and on a proper seat securely fixed to the cycle behind the driver's
seat.
(19) To the group of regulations, 80-90, under the heading "Vehicles", add the following regulations,----
904. A private ricksha shall carry a rear number plate, bearing the number of the vehicle's licence, to be obtained from the Inspector General of Police and affixed to the vehicle in a position approved by him. The fee for each such plate shall be $1.
90B. A tricycle shall carry a rear number plate. bearing the number of the vehicle's licence, to be obtained from the Inspector General of Police and affixed to the vehicle in a position approved by him. The fee for each such plate shall be $1.
90€. The driver of a bicycle shall not carry any other person on his bicycle in the City of Victoria, Kow- loon and New Kowloon.
90D. A bievele shall be provided with two indepen dent and efficient brakes in good working order.
(20) In regulation 91 (dealing with deposits by applicants for licences and under the heading "Public vehicles')
(a) for 'public vehicle', in the first line, substitute
'public motor vehicle'; and
(b) add the following proviso,
Provided that the Inspector General of Police, in his discretion and in any particular case, may dispense with or reduce the amount of any such deposit.
(21) In regulation 112 (limiting the number of persons travelling on a commercial motor vehicle),
(a) delete, “drivers assistant"; and
(b) add, at the end of the regulation, "excluding
the driver".
(22) Next after regulation 113, insert the following regulation.-
113A. The licensee of a commercial motor vehicle shall maintain his vehicle in a proper state of cleanliness and repair, to the satisfaction of the Inspector General of Police.
(23) In regulation 120 (dealing with notification of alterations to chassis or machinery), after the words "public motor vehicle". in the first line, insert "or a commercial motor vehicle”.
(24) Regulation 123 is rescinded and the following regulations are substituted therefor,-
123. Whenever a motor vehicle is moved on the road by means other than its own power, a person having
