14. The Governor-in-Council may, by order, prohibit banish leper, any leper, not being a natural born or naturalized subject of His Majesty, from residing or being within this Colony for such period as the Governor-in-Council may think fit, and may, by the same or any subsequent order, fix the time for the departure of such leper from the Colony. The leper named in any such order shall be arrested and detained in eustody by the Police until he leaves the Colony or until the final departure from the Colony of any vessel in which he leaves,

Penalty for harbouring or conceal- ing lepers.

15. Any person who knowingly harbours or conceals in this Colony any person suffering from leprosy shall, on summary conviction before a Magistrate, be liable to a penalty not exceeding one hun bred dollars.

Memorandum,

The object of this Bill is to check the spread of leprosy in the Colony by providing for the segregation and treat- ment of lepers.

It is based on the laws prevailing in other Colonies and dependencies of the Crown.

An Ordinance to amend the Marriage Ordinance,

1875.

Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:-

1. This Ordinance may be cited as the Marriage Amendment Ordinance, 1910, and shall be read and con- strued as one with the Marriage Ordinance, 1875.

2. Section 37 of the Marriage Ordinance, 1875, is here- by repealed and the following sections shall be substituted therefor:

37. Chinese persons may be permitted to contract marriage before the Registrar General under this Ordinance only on proving to the satisfac. tion of the said Registrar General :-

-

(a.) that both parties were born in the Colony or are permanently resident therein; and (6.) that a marriage has already been contracted between the parties according to the rites and customs observed in China; and (c.) that neither of the parties has living au undivorced husband or wife other than the person with whom she or he desires to contract marriage under this Ordinance.

Provided always that the Governor shall have power where the circumstances appear to him to justify his so doing to grant a special licence under section 1 of this Ordinance to any person who desires to contract a marriage under this Ordinance and in such case this Ordinance shall apply to the marriage of the parties in respect of whom the special licence is granted.
