12. 13. It shall be lawful for the Governor-in-Council from Regulations time to time to make such regulations as he may deem to be made necessary :-

(a.) For inspection, examination, and removal of Conncil,

(f) Generally for the better carrying out of the provisions of this Ordinaure and for the well being of such asylum or asylmus and the inmates thereof;
