18. Every pecuniary penalty recovered summarily on the prosecution of the President of the Reserve shall be paid to the President and be applied as part of the funds of the Reserve.

19. It shall be lawful for the Colonial Treasurer to pay to the President of the Volunteer Reserve for the purposes of the Reserve, such sum in each year as may be authorised by the Governor out of moneys voted by the Legislative Council.
