A BILL
ENTITLEDY
An Ordinance to demonetize Postage Stamps
bearing the Head of Her late Majesty Queen Victoria.
BE it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows :-
1. This Ordinance may be cited as The Postage Stamp Demonetization Ordinance, 1909.
2. From and after the 30th day of April 1909 the use of Postage Stamps bearing the Head of Her late Majesty Queen Victoria shall be discontinued.
3. After the said 30th day of April 1909 ★ny letter, newspaper, book, pamphlet, doenment, parcel, packet or other material whatsoever transmitted by post stamped with a postage stamp bearing the Head of Her late Majesty Queen Victoria shall be deemed to be not duly stamped.
4. The expression "stamped" is applicable as well to a letter, newspaper, book, pamphlet, document, parcel, packer or other material impressed with a stamp as to a letter. newspaper, book, pamphlet, document, parcel, packet or other material having an adhesive stamp affixed thereto.

A BILL
ENTITLED
An Ordinance to amend the Law with respect
to Children and Young Persons.
Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:
•
1. This Ordinance may be cited as The Children Ordinance, 1909.
2. For the purposes of this Ordinance :--
The expression "child" means a person under
the age of fourteen years;
The expression “young person means a person who is fourteen years of age or upwards and under the age of sixteen years.
3. Sentence of death shall not be pronounced on or recorded against a child or young person, but in lieu thereof the Court shall sentence the child or young person to be detained during His Majesty's pleasure,. and, if so sentenced, he shall be liable to be detained in such place and under such conditions as the Governor may direct, and whilst so detained shall be deemed to be in legal eustody.
Objects and Reasons.
To provide for exemption from the death sentence of persons under sixteen, and to provide other punish- ment in place thereof. The Ordinance brings into force in this Colony the provisions of the Statute 8 Edward VII Cap. 67. S. 103 recently passed in England.
