OPD(K) Consideration of the Governor of Hong Kong's Decisions About Constitutional Arrangements

The Secretary of State has confirmed that the Governor asked him whether it would be possible to avoid a meeting of OPD(K) in September/early October before the Governor gives his speech on 7 October, The Secretary of State agreed that there was a case for avoiding a meeting of OPD(K), on the grounds of timing. He thought it might be possible to clear the Governor's ideas on paper.

This means that a paper will need to be circulated

by the Secretary of State in good time for the Prime Minister and others to comment, and to have their queries answered ahead of the Governor's speech. We should also seek agreement to the cancellation of the meeting planned. Perhaps the best

to do this would be for me to write to PS/Number 10. I should be grateful for a draft by 1800 today, 3 August.
