PM BILATERAL: HONG KONG

1. As agreed with Private Office, I submit a one-page checklist for the Secretary of State's bilateral with the Prime Minister on 30 July. The Private Secretary undertook to check with Mr Gozney the question of an OPD (K) meeting in September. The Governor was quite clear that he had agreed with the Secretary of State that there should not be such a meeting to discuss Hong Kong, for the reasons set out in the Speaking Note.
