This is just to confirm my telephone call earlier today. The Prime Minister and the Foreign Secretary agreed this morning that Mr. Patten should be authorised to publish the exchange of correspondence between the British Government and the Chinese Government in 1990 with a covering commentary and an abbreviated version of the same commentary. The Prime Minister also said that the Foreign Secretary should find a journalist in the UK who could be briefed and who would write up the story in a way favourable to us.
I am copying this letter to Melanie Leech (Cabinet Office).
