I would like to make. think one thing else comes out of

out of the documents when you read them. And that is how the British Government at the time felt it necessary and properly necessary, to respond to the pressure of the community, in the Executive Council and in the Legislative Council for a faster pace of democratisation. The debate which took place in 1990 was between the British Government asking for a faster pace of democratisation and Chinese officials saying that they didn't think there was a case for a faster pace of democratisation. That's what the argument was about in 1990. I hope we can now put that behind us.
