A long term member of the CPG apparatus in Hong
Kong recently discussed the strategy which the CPG will
adopt following the Governor's Peking visit.

However, the CPG was prepared to tear up the
Memorandum of Understanding. This gesture would alarm Hong
Kong but have no practical impact.
MAXIMISING POLITICAL PRESSURE

The source stated that the CPG would attempt to
intimidate Hong Kong:

recognised that hostile statements by
Premier LI Peng or CCP Secretary JIANG Zemin
would have little impact
on public opinion
because they are "unpopular extremists".
