27th, an employee of a PRC state
with a LegCo Member the attitude which
should be adopted towards the constitutional proposals in
the Policy Address and related matters. This PRC source
stated:
(૧) The LegCo Member must vote against the
constitutional package.
(b)
It would not
be
sufficient to abstain from
voting.
(c) Failure to vote against the package would
never be
forgotten or forgiven by the CPG,
even if the constitutional package were not
cnacted.
2.
The PRC source stated that a referendum was a less
vital issue:
(a) The CPG would not demand а vote against a
proposal of this kind.
(b)
It was only necessary for the LegCo Member to
abstain from voting.
