spelling out that the Committee will not have access to

confidential papers nor any commitment to collective

responsibility.

These are the distinguishing features of

ExCo, and will not apply to the new Committee. I propose some wording in the attached telegram to Hong Kong.

4. I also recommend that we give Sir R McLaren some points to make to Lu Ping when he hands over the message. It is important that the Chinese should be clear that HMG are fully

behind the Governor. The subliminal message would be that by

opting for a policy of struggle over the Governor's

constitutional proposals, the Chinese side would be affecting Sino-British relations more widely.
