HONG KONG: CONSTITUTIONAL DEVELOPMENT

Problem

1.

Additional points for Sir R McLaren to make as from Ministers when he hands over the Governor's latest message to

Lu Ping on 6 October.

Recommendation

2.

That he should make the points in the attached telegram. I also submit a second telegram offering one comment on the

Governor's message to Lu Ping. We could discuss these telegrams with the Minister at 15.30. They need to

be despatched today.

Argument

3. The Governor has now sent us, as we asked over the weekend, the text of his message to Lu Ping following up points made by Lu Ping to Sir R McLaren on 3 October. I think

that the message covers the right ground: I have one small addition to propose: in reassuring the Chinese about the
