THE SUPPLY OF ELECTRICITY TO CHINA

Supply to Guangdong Power Company

On 20th May 1980, after considering memorandum

XCC(80)63, Members advised and the Governor ordered, inter alia, that in respect of electricity supplies to Guangdong Power Company (GPC) China Light and Power Company Limited (CLP) should be informed that:

(a) it is generally in the interests of Hong Kong

for CLP to supply GPC provided that no subsidy

(b)

by Hong Kong consumers is involved; and

the bulk supply tariff could be charged for interruptable supplies using spinning reserve.

On 1st January 1981 CLP introduced a new "large power tariff" for substantial users in Hong Kong and for supplies to China.

CLP and GPC signed a three year agreement, to expire on 31st March 1982, under which the former would supply electricity to the latter up to a maximum demand of 50 MW. The actual amount supplied has been approximately 320 million units (kilowatts per hour) per year at an average daily rate of just under one million units.

CLP and GPC have now signed a new agreement to take effect from 1st April 1982 under which the maximum demand will increase to 150 MW and the actual supply will be about 800, million units per year.

The pattern of supply will be approximately 1.4 million units per day between May and October and 3 million units per day between November and April. Because this pattern involves a higher level of consumption in winter than in summer it complements the pattern of consumption in Hong Kong and thereby improves CLP's load factor (the ratio between the level of maximum demand and the level of generation).

The supply can thus be met from capacity which has to be available to meet requirements in Hong Kong any way; and it can be interrupted if necessary to meet demand in Hong Kong.
