SPEAKING NOTES FOR MR REES

DINNER WITH THE DELEGATION FROM THE GUANGDONG POWER COMPANY AND THE CHINA LIGHT AND POWER COMPANY, 8.00 PH ON WEDNESDAY 24 MARCH AT 1 CARLTON GARDENS

The UK Government is very pleased that, following consideration in Peking of the Feasibility Study jointly produced by GPC and CLP, Mr Chen Gang and Hr Stones, together with their colleagues have now taken the opportunity to visit the UK at the invitation of G30.

The project is of particular interest to the UK in that it offers the prospect of strengthening the economic links between Guangdong Province and Hong Kong.

Turning to our industrial interest, the UK Government would like to emphasise to the delegation that we have a very strong record in the power field. GEC's capabilities in turbine manufacturing are second to none, Anl the UK would like to secure as large a role as possible in the project.

The UK Government is very conscious of the important role which CLP have taken as advisers to their Chinese colleagues. We attach great importance to the expertise which CLP would bring to the project.

All concerned on the UK side are very keen that the project should go forward. The Prime Minister is taking a particular interest in developments.

Wish to propose a toast to continuing good relations between the United Kingdom and the People's Republic of China,
