Please see Mr Morris's minute below. It is quite clear that EXCO rejected the idea of Hong Kong Government financial involvement in this project in 1980 but this does not mean that it could not be revived.

2. In his letter of 30 April Mr Manzie asked how this could best be raised with the Hong Kong Government. I think that Mr Bremridge's forthcoming visit provides the best opportunity.
