GUANGDONG NUCLEAR PROJECT

Thank you for your letter of 30 April in which you raised the possibility of Hong Kong Government financial involvement in this project. In 1980 the Hong Kong Government on the advice of the Executive Council decided against such involvement (Hong Kong Telegram No 855 of 7 July 1980). I doubt frankly whether they will easily be persuaded to change this decision. As you say yourself, bbi it runs against their normal practice. But it would of course ·

not be out of the question to raise the matter again. John Bremridge's forthcoming call on you, at which you could discuss not only the idea but also possible tactics, seems to provide a good opportunity for this.
