1. Thank you for your letter of 15 December and the draft defensive briefing for your Secretary of State enclosed with it.
2. On the political section of the draft, I have suggested to Martin Uden (to whom your letter was copied) that it might be a good idea to provide an answer to a general question on the nuclear proliferation aspect of the project. He will be writing to you about this himself in due course. Otherwise I have no comments.
3. I have myself copied your letter and the draft brief to our Hong Kong and General Department who will be considering the Hong Kong section of the brief and also the two points in your letter which relate more to Hong Kong than to China viz:
a) Hong Kong's vulnerability to economic pressure from
the PRC, and
b) the Hong Kong Government's likely position on equity
and off-take.
Dick Clift will be writing to you separately on these angles.
