TRADE DISCRIMINATION BY DEVELOPING COUNTRIES AGAINST THE UK
1. I attach a further draft of this paper. It incorporates a number of additional points; the more substantial ones derive from suggestions by SAfD, FED and ECD(E). I am most grateful for the large number of constructive comments.
2.
The emphasis has been changed a little to underline further the disadvantages of the UK resorting to the use of sanctions against LDCs. But a number of possibilities - mobilising EC- solidarity, action in the UN have to be raised if only to be rejected. The caveats are emphatic.

3. The paper is tabled for discussion at the DUSS meeting on March 23. In order to leave adequate time for re-typing, could any further drafting amendments please reach me by close of play on March 16.
