TRADE DISCRIMINATION BY DEVELOPING COUNTRIES AGAINST THE UK
1. I attach a further draft of this paper. It incorporates a number of additional points; the more substantial ones derive from suggestions by SAfD, FED and ECD(E). I am most grateful for the large number of constructive comments.
2.
The emphasis has been changed a little to underline further the disadvantages of the UK resorting to the use of sanctions against LDCs. But a number of possibilities - mobilising EC- solidarity, action in the UN have to be raised if only to be rejected. The caveats are emphatic.
