.M. Government understands that, in accordance with a change in
the PAL licencing policy in Hong Kong which became effective on
1 April 1982, THORN EMI Patents Limited (who handle all PAL
cencing matters in the UK) have offered limited licence quotas
ausseturers in Hong Kong for the export of PAL colour
ceivers to the UK during 1957. The Secretary of State has
asked me to advise you (without prejudice to any legal rights
of the proprietors of the relevant patents) that these quotas
have H.. Government's full support. He hopes that the Hong Kong
manufacturers will be realistic, particularly in view of the
currently difficult situation in the UK market for colour
receivers, and that they will accept that such quotas help with
the market's orderly development.
