Thank you for your minute of 6 July. I do not think that a meeting with the commercial representatives present is a good idea given the wide differences between Departments on this issue. We need first to clarify a number of issues and if necessary seek Ministerial guidance. Perhaps you could provide such a meeting with a statement of the legal situation, which remains unclear to me.
