I enclose a final draft of a speech which I intend to deliver on 30 September on the current state of the Hong Kong economy. This is the usual mid-year wrap up of the budget. The only figure yet to be inserted is the strengthening of the Hong Kong dollar over the last year in para 6. I shall fill this in on the 29th in the light of what actually happens in the market here as a reaction to Mrs Thatcher's visit.
