Mr Whitelaw's letter of 19 November to Lord Carrington

Problem

1. How to answer the Home Secretary's proposals that the Nationality Act should take effect on 1 January 1983, and that this date should be announced in reply to an arranged Question

in early December.

Recommendation

To agree as in the attached draft letter.

Background

3. Mr Whitelaw would have preferred an earlier commencement date, but concludes that the necessary preparatory work cannot be completed before the end of 1982. We agree on all points and will be working closely with his officials to carry through the programme he outlines. As this goes forward we shall be ensuring that the various stages are completed in time to allow full consultation with the dependent territories about the parallel measures they will have to introduce.
