As indicated in the Remarks column in the Appendix, when drawing up the transfer schedule for UK-related functions, we have also taken, as far as possible, the transfer schedule of records into consideration because, with the exception of microfilm records which we will not be able to transfer until April 1997, these functions and their related records should be transferred at the same time if practicable.

For functions (Items (4) to (8) in the Appendix) which will be transferred earlier than the related microfilm records, we will have to find a simple method of retrieval of such records. from HKID when the functions are being conducted in the HKBCG. However, as reflected in Annex IV of the Appendix, the number of applications in respect of such functions is quite small (estimated to be about 700 per month by 1996/97). It should not be a big problem. Besides, the fax link is so common these days that such record can be easily passed from HKID to HKBCG whenever necessary.

The proposed schedule has been worked out

on the following assumptions :-

(a) The future HKBCG will be operational in the

2nd half of 1996 (to be confirmed by FCO);

(b) Applications

for

naturalization

and

registration as HKBDTCS accepted before April 1996 can be finalized at the end of 1996;
