You are leading on HKD coordination of this subject. spoke about the meeting which you have arranged for 29 November with MVD, NTCD and Consular Department. You have let me have a draft agenda.

We need to keep close tabs on this whole area which involves a horrendous amount of detail. I anticipate that MVD and NTCD will continue to need reminders about where we have got to and what is needed next. They are the Departments which, on most points, must take the decisions and we should not let them abdicate their responsibilities. Let me know if at any stage you need me or Mr Morris to weigh in to step up the pressure for responses.

I have copied to you a minute to Mr Gee asking him to put together a working file with the main "useful documents" where these are not in the current year; it is time consuming having to go through back files every time we want to refer to one of these. Would you please keep this under review and add other documents if you think this helpful?

4. Once we have got off responses in answer to Mr Cheung's two outstanding letters, I think it would be helpful if you drew up a compendium of what we have agreed to date. This would draw on the responses now due, your letter of 31 March 1992 to Mrs Tong and any other decisions taken in minuting between FCO Departments (and not forgetting the Home Office and the Passport Agency). Please could you aim to do this by the end of January?

At my suggestion you agreed to volunteer yourself to chair the meeting on 29 November. You will need to pin NTCD and MVD down on a number of subjects. The agenda makes a good start at this, but given the detail to be covered you will need to prepare carefully for the meeting. Please could you make your preparations and go over your plans with me in advance? I suggest that we get together at 1500 on 23 November.

Looking ahead, I think we should consider putting an objective relating to this part of your work in your 1994/5 agreed performance plan.
