The list of main points of the meeting circulated by MVD contains some inaccuracies which I think need to be corrected for the record.

2. In line 5, paragraph 2, for "remuneration", "renunciation". NTCD's position on the transfer of passport records is that BN(0) records should go to the new Consulate-General together with records of issues etc to BPPS BSS, BOCS and BDTCs unconnected with Hong Kong. Records of passport issues to BDTCs who have that citizenship solely by virtue of a connection with Hong Kong should be destroyed. If, because of the difficulty of splitting up individual jackets, it is impossible to separate the records, we shall have to take the unwanted records together with those which are essential to our passport operation. There can be no question of these records being returned to the United Kingdom.

Staffing

Although written in the context of staffing of the Visa Section, the sentence commencing "this will be a continued requirement, since while children born to BN (0) passport holders ..." is incorrect. The position is that children born on or after 1 July 1997, who would otherwise be stateless, will become British Overseas citizens. This can only apply to non-ethnic Chinese since ethnic Chinese children would be regarded as Chinese nationals by the PRC. There is also provision for the grandchildren who are stateless at birth to be registered as British Overseas citizens within 12 months of their birth subject to certain requirements. Since the number of non-ethnic Chinese is estimated at 10,000 persons in all the numbers involved are not large relative to the numbers who, are eligible to become BN (0)s.
