As planned, I showed Mr Cornish the draft letter of instructions to speak to the Building and Lands Department (BLD) in Hong Kong about our plans for the inclusion of the British Chamber of Commerce in the British Consulate General. Mr Cornish thought this would be an adequate basis for him to approach BLD. But he thinks it sensible (so do I) to have a further briefing session with JSM eg to familiarise himself eq with the details of the proposed licence.

Miss Brooks asked me to check whether the Private Treaty Grant specifically refers to Hong Kong law as being basis for the terms it sets out. I can see no reference. Is this a problem? As a layman it would seem to me that any licence applied to a building in Hong Kong would need to be drawn up on Hong Kong terms.
3. In going through the PTG my attention was again drawn to Special Condition 7. We have touched on this in earlier correspondence but not in any detail. (My minute of 13 May to Miss Brooks, Miss Brooks' minute of 14 May to me and Mr Savage's minute to me of 23 June refer). It strikes me that BLD might refer to this Special Condition, rather than to Special Condition 13, if they want to throw a spanner in the works. I think I will need to refer to Special Condition 7 in my covering submission. I would be grateful for comments from both addressees on this point, and how we combat it. Did Mr Savage discuss with JSM?
