Thank you for the clarification in your minute of 11 May. I quite take the point that, were the Chamber of Commerce to rent accommodation in the Consulate General, Condition 13 would come into play and prior written approval would be required. Seen from here, the position would be rather different if the Chamber were invited to occupy space in the Consulate General to help the Consulate General fulfil its role of servicing the British business community and stimulating trade and commercial interests between Hong Kong and the UK. In this case, could not the presence of the Chamber of Commerce be demonstrated as being within the bounds of the Consulate General's normal functions? (This might be reinforced if the Chamber were not charged commercial rates but my asked to contribute
on a full pro-rata basis to the running/staffing costs of the Consulate General). I would welcome your views on this.
