Commission letter, the Hong Kong authorities dropped a clear hint that they would expect the exchange of letters about privileges and immunities to have been completed before the Commissioner publicly and officially opened the office. If this ceremony were to take place before the exchange of letters had been agreed there would be no further time pressure on the Commission, and we could find their Legal quibbles continuing indefinitely.

4. Etienne Reuter has been confirmed as

has been confirmed as the Commission's nominee for the post of delegate. He expects to arrive a few days before van den Broek. As indicated in UKRep telno 1732, he is a good choice for the post. He knows Britain well and served as press spokesman for LordRichard when he was a Commissioner. He has a good political feel, a lively style and a charming British wife (Ros, a child psychologist). They are intrepid travellers. I commend them to the Governor.
