EC/HONG KONG: COMMISSION OFFICE

1. I understand that, after delays caused by the absence of Bruser and other key officials, the Commission have now agreed a reply to Mrs Regina Ip's letter of 31 August to Bruser. This requests further ??clarifications'' on the three outstanding problems in the negotiation detailed in the annex to Mrs Ip's Letter. I am told that the Commission Legal Service was still posing difficulties on these points in the internal coordination meeting, so you may find that the Commission's reply is not entirely helpful.

2. On the other hand, Commissioner van den Broek is keen to open the Commission office officially on 15 October during his visit to Hong Kong for the World Economic Forum, and his Cabinet were therefore pressing in the internal meeting for rapid solutions to the outstanding problems.

It might usefully increase the pressure on the Commission Lawyers to swallow their difficulties if, in replying to the
