establishment of an EC office in Hong Kong is contained in Miss Conroy's submission of 20 July.
4. Hong Kong have told us that a final round of negotiations between HKG and EC officials will take place in Hong Kong on 5 and 6 October. They anticipate reaching agreement; the EC
side are keen to do so, to enable Commissioner Van Den Broek
to open the new office when he visits Hong Kong on 14 October.
The entrustment is required to be given before this date. We
propose to send the text of the entrustment by telegram, with
a hard copy reaching Hong Kong with Mr Goodlad's party on 12
October.
