News Department were contacted today by Belinda Wallace of the South China Morning Post who asked about the opening of a Russian Consulate in Hong Kong. We see from the media summary of today's date that a Hong Kong government spokesman confirmed that an application had been received from Russia but that a date for setting up the Consulate had not yet been fixed. We therefore referred her to you.
