Transfer of UK-related functions and records I have briefed OED on the lektriever requirement and shall be going to see them on 10 January to discuss it all in greater detail.

Funding/British Council Alex Smith wrote to Brian Marr at the Treasury on 8 December asking for approval for PES funds for the main works contract. I am sending by fax a copy of the letter minus annexes (copy of full document by bag). Paragraphs 8 and 9 refer to the British Council. This language was agreed with the British Council after some toing and froing (papers by bag for your records). A copy of the letter to the Treasury went out to the British Council today under cover of a letter from myself. (I am faxing a copy of the letter to you).

As matters now stand, the British Council have agreed that they will commit £800,000 (at current prices) to their operation in the Consulate-General (ie the cost of the Henessy road operation in terms of rent plus running costs). Whatever remains once running costs have been deducted from this amount will be labelled "rent".

What OED/RFD have in mind for the future and the Memorandum of Terms of Occupation is to negotiate with the British Council terms for some kind of review of the money to be paid over by the British Council. Such an arrangement might be suspended for an initial period of 3 to 5 years to allow the British Council time to get up and running under the new circumstances. It is not yet clear what the review would be based on - suggestions include rents in Wanchai or wherever
